WASHINGTON, D.C., February 13, 2025 - Last night, the Environmental Protection Agency (EPA) rescinded the financial agreement for the Greenhouse Gas Reduction Fund (GGRF) on the grounds that the funds were subject to waste, fraud, and abuse–claims that, to date, have not been substantiated. This effectively freezes the awarded funds while the EPA’s claims are evaluated and begins the process of full rescission of the funds.

In response to this decision, Dream.Org Policy Director Kyle Kammien issued the following statement:

“With this week’s action Administrator Zeldin and the EPA have stripped communities from opportunities for more affordable electricity, cleaner air, and a healthier environment. By freezing the National Clean Investment Fund and the Clean Communities Investment Accelerator, they are blocking tens of billions of dollars in public-private partnerships from investing in projects across the country. Whether it is a local credit union offering low interest loans to small businesses to install solar panels and lower their electricity bills, or a municipality securing funding to upgrade century old buildings with modern windows and HVAC systems, these projects are now uncertain. These investments would be transformative; creating jobs, reducing costs, modernizing infrastructure, and making communities healthier. We strongly oppose the EPA’s sudden, blanket freeze and call for their compliance with the terms of these awards.”
