America's housing crisis impacts everyone from rural and urban neighborhoods to families across all income levels. Many residents are burdened by soaring rents, unattainable home prices, scarce housing options, and instability.
Our Housing for All campaign is tackling the affordability, accessibility, and opportunity gaps in Arizona, New York, Pennsylvania, and Wisconsin.
Our state-based Empathy Network Leaders on the ground ensure that our priorities are shaped and driven by residents with deep community ties and understanding of local housing challenges. We work with these leaders to advance people-first housing policies at both the state and local levels.

Justice-impacted individuals face unique, compounding barriers to safe and stable housing. When communities lack affordable housing, homelessness and poverty become issues that, by default, are poorly managed by the justice system rather than meaningfully addressed. The most effective paths forward center the lived experiences of those who struggle the most with housing instability.
It’s a common misconception that affordable housing refers only to government-subsidized housing options, or is only a need in lower-income communities. The truth is, affordable housing comes in all shapes and sizes, and it’s just what it sounds like: housing that people and families can afford to pay for while still being able to pay for essential needs like food, transportation, and healthcare.
This can look like:
- Modest starter homes that make home ownership a reality for more families
- Carriage homes on a single family lot that create multigenerational and senior housing solutions
- Affordable multi-use apartment complexes that meet the needs of lower-income communities
Housing shortages and unaffordability don't belong to just one party, one community, or one level of government. Neither do the solutions. Tensions between state and local power and communities resistant to change can slow down affordable housing progress.
Housing for All is working to bridge those divides, convening the unlikely allies needed for effective and responsive solutions to housing shortages and unaffordability. Everyone deserves a place to call home, and our communities are stronger and safer for it.
